Written statement (Wales): Welsh Revenue Authority Corporate Plan 2025-28 - Apr 1

Mark Drakeford MS, Cabinet Secretary for Finance and Welsh Language: The Welsh Revenue Authority (WRA) has now been successfully collecting and managing land transaction tax and landfill disposals tax for seven years.

Since going live in April 2018, the WRA has collected over £2 billion on behalf of the Welsh Government; this has directly contributed to funding public services in Wales – our schools, NHS and Social Care.

The WRA Corporate Plan sets out how the WRA will prepare to collect and manage the Visitor Levy, and develop a National Register of Visitor Accommodation, subject to the passage of the associated legislation through the Senedd. It also sets out how the WRA will continue to provide the excellent service for which it is known across the two existing devolved taxes.

The plan includes three strategic objectives and a suite of performance measures:

• Easy – The WRA will make it easy to do the right thing
• Fair – The WRA will be fair and consistent in the way we deliver our services
• Sustainable – The WRA will be a sustainable and future focussed organisation

Over the next few years, the WRA will be working with a growing range of partners to deliver on the objectives and actions set out in their corporate plan.
